11/09/2025 (Agence Europe) – On Thursday, 11 September, Member States’ permanent representatives (Coreper) approved the exemption for zero-emission heavy-duty vehicles from road tolls until 2031, without amendment. The purpose of this extension—proposed by the European Commission in June (see EUROPE 13669/7)—is to boost and support the competitiveness of sustainable road transport. The current exemption will be in effect until 31 December. On the European Parliament’s side of things, the Committee on Transport and Tourism (TRAN) approved the measure, also without amendment (see EUROPE 13682/15). On Tuesday, 9 September, the European Parliament agreed to adopt the text under the urgent procedure (Rule 170 of the Rules of Procedure). According to a European source contacted by Agence Europe, if the European Parliament also approves the European Commission’s position as is, the Council of the EU will endorse it, and the act will be adopted.
