Brussels, 03/02/2000 (Agence Europe) - At its general policy debate in Brussels on Tuesday and Wednesday, the Convention responsible for drawing up a European Union Charter of Fundamental Rights turned, in particular, to the form and contents of the text (see EUROPE of 3 February, p.7). The debate revealed the existence of a very clear fault line between those in favour of a Charter guaranteeing citizens effective rights and those fearing that drawing up a catalogue of binding rights should...
