19/11/2025 (Agence Europe) – On Wednesday 19 November, Hungary blocked the EU Council’s conclusions on the future European plan for affordable housing. Unanimity is required to approve the conclusions. The Danish Presidency of the Council of the EU is now expected to seek the support of the Employment and Social Affairs Ministers meeting in Brussels on 1 December. According to sources, Hungary has reiterated that housing policy remains a national responsibility. In October, the conclusions of the European Council included a reference to subsidiarity at Budapest’s request. The conclusions of the EU Council could thus become Presidency conclusions adopted by the 26. The draft conclusions had been provisionally approved following a silence procedure and a working group on 30 October and had been agreed in principle, as noted by the Presidency in a note dated 13 November (see EUROPE 13749/26).
