19/11/25 (Agence Europe) – Published on Monday 17 November, the ‘four-column’ document setting out the positions of the Council of the EU and the European Parliament on the greenhouse gas emissions reduction target for 2040 (https://aeur.eu/f/jis ) will form the basis for discussions between the co-legislators on 9 December. This first session of inter-institutional negotiations on the revision of the European climate law to introduce the 2040 objective could well be the only negotiating session, given that the positions are very close to each other. The European environment ministers reached an agreement on 5 November, setting a target of an 85% reduction in greenhouse gas emissions by 2040 (compared with 1990), backed up by international carbon credits (see EUROPE 13746/1).
