Commission refers Italy to Court of Justice of European Union for failing to transpose rules on road tolls and charges

08/10/2025 (Agence Europe)On Wednesday 8 October, the European Commission decided to refer Italy to the Court of Justice of the European Union for failing to transpose EU rules on charging vehicles for using certain infrastructures, as laid down in Directive 2022/362 (see EUROPE 12893/15). Italy did not communicate the transposition measures within the required timeframe. The transposition deadline was 25 March 2024. Despite the Commission’s letter of formal notice in May 2024 and reasoned opinion in December 2024, the Italian authorities have not notified the Commission of the directive’s full transposition. Although Italy has notified two transposition measures relating to certain points of the directive and presented a timetable for adopting the remaining measures, no other transposition measures have been notified to date.
