Ghadafi's "double language" (encouraging in bilateral contacts, discouraging in public speech) disappoints European officials and distances prospects of normalisation

Cairo, 04/04/2000 (Agence Europe) - The unnerving conduct of Colonel Ghadafi disappointed EU officials. Positive in his bilateral talks, the Colonel resumed a polemical tone in the Africa/Europe Summit, being very critical regarding not only the United States but also European countries. In Brussels, a Commission spokesperson (who had obviously received instructions from Cairo) declared that in the conduct of the Libyan chief there was "an encouraging part and a discouraging part".
