04/04/2000 (Agence Europe) - The European elected SPD member Willi Görlach strongly criticised the ministers-presidents of the German Länder with non-ratification by the Bundesrat of the Intergovernmental Conference on EU institutional reform if certain conditions that the Länder set are not met.
