Brussels, 19/01/2000 (Agence Europe) - Vice-President Kinnock said when presenting his plan of action on reform, which was adopted on Tuesday by the European Commission, that the strategy of modernisation ought to be exhaustive, pragmatic and radical. The document is the first version of the White Paper on the strategy for reform, that the Commission is expected to adopt on 1 March, and should allow wide consultation to be initiated.
