European Disability Forum denounces lack of consideration for situation of people with disabilities under European Affordable Housing Plan

17/12/2025 (Agence Europe)Following the publication by the European Commission of the first European Affordable Housing Plan (see EUROPE 13774/23) on Tuesday 16 December, the European Disability Forum (EDF) denounced the fact that the European Commission has “paid little attention to accessibility”. In a press release, the organisation deplored the absence of concrete measures guaranteeing the affordability of accessible housing, which would only “compound the exclusion of over 100 million persons with disabilities in the European Union”. The latter are already disproportionately affected by poverty and social exclusion. In 2024, 29% of disabled people were exposed to this risk, compared with 18% of non-disabled people. The Forum calls on the European Commission to produce an addition to its plan with a dedicated fund for accessibility, clear measures for persons with disabilities experiencing homelessness and concrete recommendations on state aid, compliance with accessibility standards and greater access to social housing.
