14/10/2025 (Agence Europe) – Negotiations between the European Parliament and the Danish Presidency of the EU Council on the package to simplify the rules of the Common Agricultural Policy (CAP) will take place on Friday 17 October, with the aim of rapidly reaching an inter-institutional compromise. A document (https://aeur.eu/f/iy7 ) setting out the positions of the various institutions was published on Monday 13 October. The positions of the European Parliament and the EU Council diverge (see EUROPE 13726/5), particularly with regard to: - exemptions for small farmers (the European Parliament is proposing to exempt farms of less than 10 hectares from the cross-compliance system); - compliance for organic farmers (according to the European Parliament, farmers whose farms are certified organic in whole or in part are deemed to comply with Good Agricultural and Environmental Conditions, or GAECs, 1, 3, 4, 5, 6 and 7 for the certified or in-conversion part); - or the GAEC 2 relating to the protection of carbonaceous soils.
