Electricity market reform, European renewables sector deplores proposal to cap revenues in times of crisis

Although Wind Europe, the European association promoting the use of wind energy, supports the European Commission’s general proposal to revise the electricity market design, published in a press release on 31 May, it deplores the proposals introduced by the European Parliament rapporteur, Nicolás González Casares (S&D, Spanish), to lower the threshold for Member States to declare “regional electricity price crises” when they would be allowed to apply revenue caps on inframarginal generation.

Member States would also be given more flexibility in designing these caps. His proposal would lead to a further fragmentation of the EU electricity market and deter much-needed investments”, says Wind Europe, which is calling on the European Parliament to reject the rapporteur’s proposals. 

The association is therefore calling for uncoordinated intervention in the electricity market to be avoided, and for revenue caps for inframarginal generation not to be enshrined permanently in legislation. 

We recommend that the EU Council and Parliament stick to the nuanced and transparent approach proposed by the Commission”, insists Wind Europe. (Original version in French by Pauline Denys)
