22/05/2025 (Agence Europe) – On Thursday 22 May, the European Commission adopted recommendations for combating transport poverty in the EU in the context of the forthcoming Social Climate Plans (see EUROPE 13596/12). The Social Climate Fund, which is expected to mobilise at least €86.7 billion from 2026, aims to help Member States implement structural reforms and promote sustainable and inclusive mobility (see EUROPE 13619/25). In particular, the Commission recommends improving transport services in low-income areas, developing public transport infrastructure to link these areas to city centres, and implementing voucher schemes for public transport, zero-emission on-demand services, and enhanced accessibility for people with disabilities.
