Multiannual Financial Framework 2028-2034 - political groups in European Parliament agree on distribution of dossiers

On Thursday 11 December, following several days of inter-group negotiations, group representatives from the Committee on Budgets (BUDG) finalised an agreement determining which rapporteurs will lead the main legislative dossiers relating to the 2028-2034 Multiannual Financial Framework (MFF). 

This step comes after the Conference of Delegation Chairs divided up powers between European Parliament’s committees regarding the MFF on 22 October (see EUROPE 13736/24).

The EPP will steer the national and regional plans (NRPP) as well as a number of cross-cutting programmes, including the Connecting Europe Facility (CEF), the Horizon Europe research programme, the Single Market Programme, Euratom and the legislation on internal security.

The S&D group will be responsible for the regulation on budgetary performance, AgoraEU, the European Social Fund (ESF+), the European Regional Development Fund (ERDF), the Asylum, Migration and Integration Fund (AMIF) and the common agricultural policy (CAP). 

Renew Europe will lead work on the European Competitiveness Fund (ECF), Erasmus+, the Border Management and Visa Instrument (BMVI) and the Horizon Europe implementing act.

The Greens/EFA secured the Neighbourhood, Development and International Cooperation Instrument - Global Europe -, the Union Civil Protection Mechanism (UCPM) and the denuclearisation dossiers.

The ECR group will be responsible for texts relating to the Overseas Countries and Territories (OCTs programme) and fisheries. (Original version in French by Nithya Paquiry)
