Brussels, 14/11/2000 (Agence Europe) - In a speech before the Belgian Parliament on Tuesday, German Foreign Minister Joschka Fischer said that not only will the Nice Summit have to succeed in institutional reform but also provide a concrete impetus for other issues: ring-fencing of competencies between the different levels in Europe, Charter of Fundamental Rights, "relationship between the different institutions in Brussels", simplification of the Treaties.
