On Thursday 27 November, the European Commission launched a pilot project to test the future ‘Skills Guarantee’, designed to support workers and businesses and combat labour shortages in strategic and emerging sectors, according to a press release.
The Guarantee, a flagship project of the Skills Union (see EUROPE 13594/15), will enable “workers to transition into strategic industries, secure new jobs, and develop additional skills”.
This is a pilot project with a budget of €14.5 million, initially targeting workers in the automotive industry and its supply chain who are threatened by unemployment.
A call for proposals was launched on the same day to test different career transition schemes. This project will contribute to a long-term skills guarantee scheme, integrated into the EU budget (2028-2034), the Commission explains. The call for proposals is open until 29 January 2026. The grant agreements for this pilot project will be signed in June 2026, and the projects will run for a maximum of 24 months, until the summer of 2028. The European Competence Centre for Social Innovation is involved in the pilot scheme, which is supported by the current European Social Fund Plus (ESF+).
