European Parliament paves way for possible listing of Rapid Support Forces as terrorist organisation

In a resolution adopted on Thursday 27 November (503 votes in favour, 32 against and 52 abstentions), MEPs call on the EU Council to urgently trigger the procedure to assess whether the Rapid Support Forces (RSF) meet the relevant criteria for inclusion on the European list of terrorist organisations.

MEPs are also calling for targeted sanctions to be imposed on the main commanders of the RSF and the Sudanese Armed Forces (SAF), including Generals Abdel Fattah al-Burhan and Mohamed Hamdan ‘Hemedti’ Dagalo, whom they have judged to be responsible for serious violations of international humanitarian law.

In this resolution, the European Parliament stresses the need for swift prosecution of the perpetrators of crimes committed in Sudan and calls on the EU to support the extension of the mandate of the International Criminal Court to the whole of Sudanese territory.

The European Parliament also warns of the risk of a regional conflagration, particularly in the Horn of Africa and the Sahel, which are already vulnerable. In view of the humanitarian repercussions and the impact of the conflict on migratory flows to Europe, they are calling for an increase in the EU’s €273 million humanitarian commitment to the region.
