On Wednesday, 26 November, the Danish Presidency of the Council of the EU published a note it had prepared in readiness for a policy debate on the ‘Horizon Europe’ framework programme for research and innovation (R&I) for 2028–2034 (see EUROPE 13732/13), which will take place during the Research Council meeting on 9 December.
European research ministers will be asked two questions: Which R&I priorities with clear European added value are needed to ensure strong European leadership and joint efforts going beyond national interests? Which priorities will require EU funding to pioneer setting long-term strategic objectives and will thus attract substantial private investments through larger public-private partnerships?
The purpose of this discussion will be to enable Member States to present an initial set of primary strategic priorities and to reflect on which of these priorities would need to be addressed within the framework of partnerships that would require European cooperation.
Presented in July, the programme has seen its budget double to €175 billion (see EUROPE 13683/7).
