Stakeholders invited to express views on revision of EU rules governing public procurement

On Monday 3 November, the Commission launched a three-month consultation to gather the views of the general public and stakeholders on the revision of the European directives governing public procurement, with the exception of the Defence Procurement Directive (2009/81) and the Remedies Directive (2007/66).

The questionnaire consists of two parts: - the first concerns the cross-cutting objectives of public procurement and does not require any particular expertise; - the second, more technical, concerns specific measures, including simplification of procedures, SME participation and incentives for joint public procurement.

According to its work programme for 2026, the Commission plans to present a revision of the ‘public procurement’ directives in the second quarter of next year. In an evaluation report published in mid-October (see EUROPE 13735/10), it drew up a mixed assessment of the implementation of the European rules last revised in 2014, particularly in terms of stimulating competition or promoting the European Union’s strategic priorities.
