The energy ministers of the G7 countries, meeting on 30 and 31 October in Toronto (Canada), issued a call for action to strengthen energy security, emphasising “diversification, predictability and international collaboration”. They also stressed the need to secure supply chains for critical minerals and technologies.
In a declaration, the ministers condemned the use and manipulation of the supply of energy, critical minerals and energy system technologies “as a tool of economic coercion” by hostile actors.
In particular, they criticise the adoption of non-market policies and practices such as market manipulation.
Without naming China, they noted their “significant concern” about “the impacts that restrictions on critical minerals, notably rare earth elements, are having across supply chains”.
The ministers also condemned physical and cyber attacks, such as those targeting shipping and energy infrastructure, “that may threaten the safety, security, and economic well-being of the populations of G7 and allied nations, including Ukraine”.
Other concerns relate to the construction of resilient electricity infrastructures and the reinforcement of gas security.
