07/10/2025 (Agence Europe) – On Tuesday 7 October, after two hours of discussions, negotiators from the European Parliament and the Council of the European Union failed to reach a provisional political agreement on the European Defence Industry Programme (EDIP). The sticking point between the two EU institutions concerns the eligibility criteria for the future programme, with a parliamentary source pointing out that the Danish Presidency of the Council had been instructed to be inflexible on the subject. Prior to this trilogue negotiating session, the European Commission had made proposals on how to increase EDIP’s budget, in particular by using unused European funds under the post-Covid-19 national recovery plans (see EUROPE 13723/24).
