On Monday 8 September, members of the European Parliament’s Committees on the Internal Market (IMCO) and Employment (EMPL) approved the report on the electronic declaration portal for companies providing cross-border services and posting workers, according to a press release.
The regulation creating this portal aims to reduce the administrative burden on businesses by authorising the electronic submission of posting declarations and improving cooperation between Member States to monitor compliance with legislation and protect posted workers.
Several amendments have been adopted to clarify the text and further reduce unnecessary administrative burdens, particularly for companies located in border regions. The report emphasises that Member States must have the necessary information to apply the rules effectively, carry out adequate inspections and combat undeclared posting and social dumping in order to safeguard workers’ rights.
It also states that the success of the portal depends on the broad participation from the Member States, while its use remains voluntary. The European Commission should publish the list of participating countries on the public interface and provide links to national posting declaration websites, if necessary, insists the European Parliament.
As recommended by the European Parliament, a single EU-wide posting declaration system could be developed in the future to ensure full interoperability and streamlined procedures across all Member States.
