Brussels, 04/02/2004 (Agence Europe) - In a letter of 4 February to President Cox, Carlo Azeglio Ciampi, the Italian President, has encouraged "any initiative" the Parliament may take to allow the European Constitution to be approved before the forthcoming European elections.
