European Convention - Belgian Prime Minister Guy Verhofstadt proposes "third way"

In a speech delivered at the College of Europe in Bruges on 18 November, Belgian Prime Minister Guy Verhofstadt floated ideas on a number of tricky institutional issues not yet tackled by the European Convention, ideas that are not only personal but also generally under discussion in Benelux (see EUROPE of 20 November, p.7).
