Strasbourg, 05/09/2000 (Agence Europe) - The reinforcement of the decision-making process in the framework of the MEDA programme and the simplification of the implementation procedure for projects will be, according to Commissioner Chris Patten, a test of the Union's capacity to reform its external actions.
