Brussels, 05/09/2000 (Agence Europe) - The draft paper that European Commission Vice President and Energy Commissioner Ms de Palacio will be submitting to the college of Commissioners on Wednesday (see yesterday's EUROPE, page 10), meets two objectives: that of sending a political message to oil-producing countries under OPEC, and that of relaunching EU action aimed at reducing European dependency towards foreign oil sources.
