The First Africa-Europe Summit approved the "Cairo Declaration" and the "Cairo Action Plan", two texts that set out the principles and guidelines for resuming relations and which define the major outlines of initiatives to take. Also defined are follow-up and monitoring procedures, so as to prevent this Summit and its conclusions remaining an isolated episode.
