Thessaloniki, 18/01/2000 (Agence Europe) - The European Agency for the Reconstruction of Kosovo and the Balkans organised its work on Monday and adopted its first decisions. The first meeting of the Steering Council was chaired by Fabrizio Barbaso, Director at the European Commission, who replaced Commissioner Chris Patten (prevented in extremis from taking part), reading the Commissioner's speech and then obtaining the following decisions:
