On Tuesday 13 May, the Ecofin Council will be asked to ratify without debate the changes to the post-Covid-19 national recovery plans of Spain, the Netherlands, Portugal and Slovakia. These modifications do not result in any change to the financial allocation of these national plans.
Spain. At the end of March, the Spanish authorities submitted a review of the national plan aimed at modifying, due to objective circumstances, twelve measures in areas such as the digitalisation of public administration, the protection of biodiversity and the modernisation of the healthcare system. In particular, eleven measures have been modified in favour of solutions that further reduce the administrative burden, without undermining the desired objectives.

The Netherlands. At the end of March, the Dutch authorities submitted a revision of the national plan aimed at modifying seventeen measures due to objective circumstances. For example, a measure relating to the production of wind-generated electricity is facing lower-than-expected demand, another measure concerning the construction of smart bus stations was hit by an increase in production costs and unforeseen technological difficulties, while several tax reforms have been replaced by other, more effective reforms.

Portugal. In February, the Portuguese authorities submitted a revision of the national plan aimed at modifying 108 measures due to objective circumstances. Many measures are no longer feasible in total or in part because there is insufficient demand, too few tenderers or because technical difficulties have arisen.

Slovakia. At the end of March, Slovakia submitted a revision of its national plan to modify 57 measures due to objective circumstances. Ten measures are no longer feasible due to technical difficulties in areas such as justice reform, industry decarbonisation or adaptation to climate change. Many measures have been modified because better alternatives have been found.
