On 29 November, the European Commission adopted a decision setting the Union-wide quantity of emission allowances under the Emissions Trading System (ETS2) (see EUROPE 13164/13) for 2027. The ceiling, amounting to 1,036,288,784 allowances, is designed to strengthen the European Union’s climate action.
This measure includes the buildings, road transport and small industries sectors, as well as the states of the European Economic Area and the European Free Trade Association. The calculation is based on average CO2 emissions between 2016 and 2018, reduced each year according to a linear trajectory.
Until 2024, this reduction followed the targets set by the Effort Sharing Regulation. From 2025 to 2027, it will be increased by an annual factor of 5.1%, in accordance with Article 30c of the ETS Directive.
The publication of these quotas before 1 January 2025 meets regulatory requirements. The ceiling for 2028 will be set at a later date, on the basis of data reported for 2024-2026, which will allow measures to be adjusted in line with actual emissions trends.
Decision (EU) 2024/2951 will shortly be published in the Official Journal of the European Union and will enter into force twenty days later.
