On Wednesday 4 December, the Committee of Permanent Representatives (Coreper) held an exchange of views in preparation for the Environment Council meeting on 17 December, devoted to the 2040 climate target.
This exchange laid the foundations for future ministerial debates on how to reconcile climate ambition and economic competitiveness in the transition to carbon neutrality by 2050.
The discussions will focus on two issues. Firstly, the ministers will have to consider how to reduce the administrative burden associated with the ‘Fit for 55’ package, while guaranteeing its effectiveness.
This reflection will focus in particular on the sectors most affected: transport, agriculture and construction. Simplifying requirements and streamlining processes could facilitate the successful implementation of the 2030 climate objectives.
Secondly, the debate will focus on the regulatory and investment framework required after 2030. The ministers will be asked to consider measures to strengthen the predictability and coherence of climate policies while supporting the competitiveness of European industries.
Concrete proposals will have to be formulated to guarantee a fair transition, taking into account the needs of both workers and vulnerable populations.
The 2040 target proposed by the Commission last February (see EUROPE 13344/1), once approved, should form the basis of the new nationally determined contribution that will be communicated to the UNFCCC ahead of COP30.
The Commission is expected to submit a legislative proposal in early 2025 to include a 2040 climate target in European climate legislation.
