27/09/2024 (Agence Europe) – On Tuesday 24 September, the European Commission adopted two delegated acts approving the unilateral extension by Austria and the Netherlands of the EU Emissions Trading System (‘ETS 2’ - see EUROPE 13169/33) to additional sectors, in accordance with Article 30j of Directive 2003/87/EC, which governs the European carbon market. These acts allow the two Member States to include sectors not covered by Annexes I and III of the existing framework, in particular buildings and road transport. Calculated on the basis of historical average emissions, additional emission allowances will be allocated from 2027: 1,034,563 tCO2 for Austria and 5,908,224 tCO2 for the Netherlands. This extension should simplify administrative procedures with a view to stepping up emission reductions in key sectors and meeting the EU’s climate objectives.
