27/09/2024 (Agence Europe) – On Wednesday 25 September, the Agency for the Cooperation of Energy Regulators (ACER) published a new open letter describing what is expects of non-EU market participants and persons arranging or executing transactions on a professional basis (PPAETs) on the European energy markets, following the adoption of the revised REMIT (see EUROPE 13393/34). From 8 November, non-EU participants must notify ACER and the relevant national regulatory authority of the contact details of their designated EU representative. PPAETs must report potential market abuse, such as insider trading or manipulation, and maintain systems to detect violations. ACER also issued guidance letters in April and July 2024 to clarify these requirements. By December, the Agency will be revising its existing guidance on the application of REMIT.
