On Friday 27 September, the European Commission launched a public consultation on the draft delegated act clarifying the EU rules on the definition of hydrogen and derived ‘low-carbon’ fuels as part of the gas package (see EUROPE 13455/26).
Bearing in mind that this package defines ‘low-carbon’ hydrogen - like renewable hydrogen (see EUROPE 13120/6) - as a fuel that can reduce greenhouse gas (GHG) emissions by 70% compared with fossil gas, the draft delegated act aims to introduce a specific methodology for assessing the emissions of ‘low-carbon’ hydrogen over its entire life cycle (see EUROPE 13478/4).
Under the gas package, low-carbon fuels can benefit from easier connection and access to the existing gas network and reductions in cross-border tariffs and feed-in tariffs.
Citizens and stakeholders have until 25 October to submit their comments. Next, the Commission will propose a final draft delegated act to the European Parliament and the EU Council, which will have two months to accept or reject the act, before final adoption by the Commission.
