On Wednesday 8 May, the Agency for the Cooperation of Energy Regulators (ACER) approved the European Network of Transmission System Operators for Electricity’s (ENTSO-E’s) European Resource Adequacy Assessment for 2023 (ERAA 2023), but called for further improvements to the ERAA 2024 due in November.
This is the first time in three years that ACER has approved ENTSO-E’s assessment of the risks to EU security of supply. The Agency thus acknowledges the improvements made, particularly in aligning more closely with the EU greenhouse gas emissions target for 2030.
However, the Agency believes that in order for the ERAA “to fully comply with the methodology and to be a reliable tool for policymakers”, more robust modelling approaches are needed, cross-zonal capacities should be estimated using the flow-based capacity calculation method, and greater consistency with market rules needs to be ensured.
ACER is therefore continuing its engagement with ENTSO-E, but also with the Member States, the European Commission and the Joint Research Centre to ensure that improvements are made to the future ERAA proposal for 2024.
