On Monday 4 March, the Council of Europe’s Group of States against Corruption (GRECO) published a report calling for “determined measures” to prevent corruption within the executive and police in the Czech Republic.
In this evaluation report, the Council of Europe experts highlight shortcomings in the supervision and implementation of the existing legal framework.
They point out that lobbying is not regulated, and that most people in senior executive positions are still not subject to ethical rules.
GRECO is also calling for stricter rules on gifts and invitations, restrictions applicable after leaving office and the obligation for ministerial advisers to submit declarations of assets, interests and activities.
With regard to the police, it insists on the presence of women at all levels, including management positions, and calls for integrity checks at regular intervals throughout officers’ careers.
Other demands include: regulation of donations and financial support for the police, improved ethical standards and specific awareness-raising on the new whistleblowers law.
