On 28 February, the EU Agency for the Cooperation of Energy Regulators (ACER) announced that it would be assessing the proposed changes provided by Transmission System Operators (TSOs) to the methodology and pricing framework for electricity balancing platforms.
These proposals, received on 7 February, aim to improve the efficiency of energy balancing markets within the European Union.
These amendments propose reducing the technical price limits for integrated balancing energy markets from €99,999 to €15,000/MWh after July 2026, and introducing a transitional price cap at €10,000/MWh until July 2026. In addition, an alternative method of calculating prices from the PICASSO platform is proposed to better reflect the offers activated by TSOs.
TSOs suggest using elastic demand as part of the European platform for the exchange of balancing energy (aFRR) to better manage the balance between profitability and the need to maintain a high-quality frequency.
ACER will be organising a public consultation from 26 March to 23 April, as well as a webinar on 8 April, and its final decision is expected on 7 August. (Original version in French by Nithya Paquiry)
