Brussels, 02/07/2004 (Agence Europe) - Unanimous voting is not the way to adopt a Constitution, comments this brochure, noting that Switzerland would never have had its 1848 Constitution if when it was adopted, the convention of the 22 Swiss cantons had used the same formula as it had chosen to amend the 1815 Pact (the need for each canton to agree).
