Why is Peloponnese a "peninsula" when surrounded in water when Ceuta and Melilla, anchored on African continent, are "islands"?

Luxembourg, 22/06/2004 (Agence Europe) - During a case involving Greece and the European Commission on maritime cabotage (maritime transport within a Member State), Advocate General Tizzano took a stance in favour of the Commission, which considers the Peloponnese to be a "peninsula" and the towns of Ceuta and Melilla, which are firmly attached to the African continent, "islands".
