Future Constitution should grant European citizenship to nationals of third countries residing in a stable manner within EU

Brussels, 22/05/2003 (Agence Europe) - Adopting with 88 votes for, 40 against and 8 abstentions the opinion of Pariza Castanos (workers group, Spain) on European citizenship - during its plenary on 14 and15 May - the European Economic and Social Committee (ESC) underlines that the right to European citizenship must exceed the constraints of nationality and open itself up to the concept of stable residency.
