Javier Solana tells Dehaene group that High Representative should be permanent president of external relations council and majority voting should be used more in CFSP - security and defence should be discussed with Washington from "EU position" and more "productive format" for third country relations should be found

Brussels, 16/10/2002 (Agence Europe) - On 15 October the CFSP High Representative, Javier Solana, addressed the European Convention workgroup on EU external action, Chaired by Mr Dehaene.
