British draft Constitution favours a "President of Europe"

Brussels, 16/10/2002 (Agence Europe) - Peter Hain, British Minister for Europe (and member of the European Convention) presented to the press in Brussels a draft Constitution by Alan Dashwood, Professor of Law at Cambridge (and former member of the EU Court of Justice and of the Commission's legal department).
