Luxembourg, 17/07/2000 (Agence Europe) - It is not enough that the opinion expressed by a European official should differ from the opinion of the Institution that employs him/her for the Institution in question to refuse publication of a text by that official. Authorisation can only be refused if publication is of a kind that is detrimental to Community interests. Such was the ruling of the Court of First Instance in the case initiated by Mr Michaƫl Cwik against the European Commission.
