Brussels, 26/04/2000 (Agence Europe) - On Wednesday, the European Commission adopted a recommendation calling on all Member States to complete the total "unbundling" of access to local loops by the end of the year 2000. At the same time, it adopted a communication explaining the relationship between the recommendation - non-binding - and rules of competition, that oblige historic operators to offer unbundled access to local loops in certain circumstances.
