The harmonised methodology for calculating greenhouse gas emissions resulting from the transport sector entered into force on Monday 1 June. The text had been approved without a vote in the European Parliament at the end of April.
The ‘CountEmissionsEU’ Regulation establishes a common methodology, in accordance with the 2023 ISO 14083 international standard, to ensure accurate, comparable and reliable emissions data for all modes of transport. This standard covers both freight and passenger transport. In addition to the journeys themselves, this standard also takes into account intermediate logistics operations (at stations, ports and airports, for example).
This accounting is not mandatory, but the methodology allows companies to produce comparable data for reporting, contractual or marketing purposes should they wish to do so (see EUROPE 13830/34).
Implementing acts and delegated acts will specify the technical details. The European Commission will also provide guidance and digital tools to facilitate the full implementation of this framework, particularly for small and medium-sized enterprises, by the end of 2030.
