On Thursday 16 October, the EU Council and the European Parliament began interinstitutional negotiations (trilogue) on the ‘Regulation on circularity requirements for the design of vehicles and the management of end-of-life vehicles’. The co-legislators shared their willingness to reach an agreement before the end of the year.
A number of key issues were discussed: - the scope of the regulation; - the distinction between used and end-of-life vehicles; - substances of concern; - circularity strategy; - transfer of ownership between private individuals; - exports to third countries; - targets for recycled plastic content.
Both Parliament and the EU Council want to lower the targets for recycled content in vehicles proposed by the European Commission. Instead of the proposed 25% recycled plastic content in vehicles, Parliament is suggesting 20% in 2031 as a first step (see EUROPE 13705/11). The EU Council is proposing a lower target of 15% six years after entry into force, then 20% within eight years (see EUROPE 13661/8). The EU Council wants to extend the text to recycled steel, aluminium and critical raw materials.
