European Commission opens nominations to Member States for hosting future ‘EUCA’ authority

On Friday 17 October, the European Commission launched a call for applications from Member States wishing to express their interest in hosting the future EU Customs Authority (EUCA).

The customs reform package, which includes the creation of the EUCA, is still being negotiated (see EUROPE 13732/23). Although the co-legislators are still discussing its contours, the procedure for establishing the seat has already begun, as the Danish Presidency of the Council of the EU began the process of establishing the award criteria before the summer break (see EUROPE 13678/31).

When choosing the location, the co-legislators agreed to ensure that, taking into account the nature of EUCA, the location would enable the Authority to fully exercise its tasks and powers, recruit highly qualified and specialised staff and provide adequate training opportunities. The selection criteria for the seat are: - the date on which the EUCA can become operational on site after the regulation comes into force; - accessibility of the location; - the existence of adequate education facilities for the children of EUCA staff; - appropriate access to the labour market, social security and medical care for children and spouses. Geographical balance will also be taken into account, as laid down in the European treaties.

The deadline for applications is Thursday 27 November. The Commission will then carry out a general assessment and submit it to the European Parliament and the Council.
