24/09/2025 (Agence Europe) – On Wednesday 24 September, the Member States’ representatives to the EU (Coreper) adopted agreements with European Parliament on revising driving licences and driving disqualifications. The aim of the first text is to update the minimum requirements for driver fitness, harmonise the rules on probationary periods for novice drivers and create an accompanied driving scheme (see EUROPE 13607/7). However, Malta and Croatia have expressed reservations. The second text will ensure that perpetrators of serious road traffic offences are held liable throughout the EU, regardless of the Member State where the offence was committed (see EUROPE 13608/4).
