22/07/2025 (Agence Europe) – On Thursday 17 July, the European Commission published an implementing regulation on the standard forms and computer formats to be used for the automatic exchange of supplementary tax information between Member States. Adopted on Monday 7 July (see EUROPE 13675/28), this regulation supplements the ‘DAC9’ directive on administrative cooperation, adopted in April by the EU Council (see EUROPE 13621/18). This new implementing regulation provides the technical solution for the automatic exchange of tax information, by establishing a common IT scheme based on that developed by the OECD. It must guarantee full interoperability between ‘DAC9’ declarations and the OECD framework. This should reduce the administrative burden on tax authorities and businesses to a minimum.
