French Lieutenant General Ludovic Pinon de Quincy, Vice-Chief of Staff, Supreme Headquarters Allied Powers Europe (SHAPE), has been appointed EU Operation Commander for the European Union military operation in Bosnia and Herzegovina with effect from 1 August 2025, according to a legal act published in the Official Journal of the EU on Monday 21 July. He will replace Major General Hubert Cottereau as both Vice-Chief of Staff of SHAPE and Commander of Operation Althea. The aim of the operation is to maintain a secure and stable environment in Bosnia and Herzegovina and to ensure continued compliance with the Dayton/Paris accords, under the mandate of the United Nations Security Council.
