18/06/25 (Agence Europe) – On Wednesday 18 June, the European Commission decided to refer Portugal to the Court of Justice of the European Union (CJEU) for failing to fully transpose into national law the 2020 Directives on laying down the general arrangements for excise duty (recast) and on the harmonisation of the structures of excise duties on alcohol and alcoholic beverages (see EUROPE 12539/27). All EU Member States were required to bring into force the laws necessary for full transposition by 31 December 2021 at the latest and to communicate the text of these measures to the Commission immediately. However, these national transposition measures have still not been notified by Portugal. The Commission considers that efforts by the authorities have, to date, been insufficient and is therefore referring Portugal to the CJEU with a request to impose financial sanctions. (AD)
